NJ Tuition Eligibility

In-State Tuition is determined according to a student's New Jersey residency status or eligibility for the New Jersey Dream Act.

A student petitioning for in-state residency status must provide proof of intent to establish residency in New Jersey along with the Residency Analysis Form (below) to the Office of the Registrar.

The Residency Analysis Form must be completely filled out, signed, notarized and submitted with required supporting documents to the appropriate office for proper consideration.

Students petitioning while in your first term or prior to your first term at Rutgers, you must submit this request with supporting documents to the Admissions Office.

New Jersey Dream Act

"Undocumented Students" may petition for nonresident tuition exemption under the New Jersey Dream Act.

Undocumented Students petitioning for nonresident tuition exemption must have attended at least three years of high school in a New Jersey high school AND graduate(d) from a New Jersey high school.

Download the following affidavit pursuant to S2479 (the New Jersey “Dream Act”) then complete and submit with an official NJ high school transcript in order to be considered for nonresident tuition exemption. New Jersey Tuition Equality for America's Military (NJTEAM) Act

Students who are eligible for Chapter 30 - Montgomery GI Bill Active Duty (MGIB-AD) or Chapter 33 - Post 9/11 GI Bill may qualify for New Jersey resident tuition rates. Please download and complete the New Jersey Tuition Equality for America's Military (NJTEAM) Act form here.
