Rutgers University-Newark is a participating institution in the New Jersey Unemployed Workers Tuition Waiver Program. Every participating institution prepares its own policy to govern the process of maintaining this valuable resource for our state's unemployed population.

Summer 2019

The certification period for regular (Non-RBS-Graduate) Summer 2019 is processed by the Office of Summer/Winter Sessions. Please visit their website for more information on deadline dates. Registration will take place on the first day of Summer Session I and 12 Week Session: Tuesday, May 28, 2019 and Summer Session II will take place on the first day on Monday, July 8, 2019 at the Office of the Registrar. Qualified NJ Workforce Tuition Waiver Eligibility Applicant Checklist

 

The following information should be used as a guide to ensure compliance with the university's policy governing this program.

Before you start, keep in mind that the NJ Workforce Tuition Waiver Eligibility Program may not be used in the following cases:

  • Your courses are part of a customized training program.
  • The instructor is compensated on a per-student basis.
  • If you are enrolled in a degree-granting program that has a waiting list of qualified students at the start of the semester or session.

To be eligible for the waiver, you must complete all items on the checklist in the order described and within the correct time frame. You will not be required to submit this checklist during the process.


Part One: Prep Work

Complete all steps for Part One before beginning Part Two.

  1. Apply to Rutgers University-Newark for either admission or as a non-matriculating student.
  2. Complete the current Free Application for Federal Student Aid (FAFSA).
  3. See your academic counselor for advisement before visiting your New Jersey Department of Labor counselor.
  4. Visit the New Jersey Department of Labor to obtain an Unemployed Person Job Training Form (Tuition Waiver Program) and a Workforce Development Employability Development Plan (EDP).

 

Part Two: Get Certified

Complete the steps for Part Two no more than 30 calendar days and no less than five business days before the first day of the semester or session.

  1. Find your Certifying Office.
  2. Confirm that you have not yet registered for any courses. Note: Preregistration for classes under this program is prohibited.
  3. Bring all required Department of Labor forms. Note: These forms must be stamped originals. No photocopies will be accepted.
  4. Present the New Jersey Department of Labor’s Unemployed Person Job Training Form (Tuition Waiver Program) with two original, authorized New Jersey Department of Labor personnel signatures including Rutgers University–Newark as the referral institution.
  5. Ensure that the form includes a completed course list and alternatives on the back of the form. Note: This list of courses may not be altered once approved upon certification.
  6. Present the Department of Labor's Workforce Development Employability Development Plan (EDP) for use at Rutgers University-Newark. The plan must outline an eligible program offered by Rutgers.
  7. Complete the Qualified Unemployed Workers Tuition Waiver Applicant Certification Form at your Certifying Office.
  8. Obtain the Certifying Office signature on the Qualified Unemployed Workers Tuition Waiver Applicant Certification Approval Form.
  9. Retain the form and attached documents for Part Three.

 

Part Three: Register for Classes

You can register during the add/drop period at the following times:

  • Beginning on the third day of classes in the fall or spring semester,
  • Beginning on the third day of classes for Rutgers Business School (RBS) Graduate Third Term students, or
  • The first day of classes for the session for the summer or winter term.

To register, you must gather the approval form, attached documents, and any additional forms obtained in Part Two and take the next steps.

  1. Obtain approval from the Registrar’s Office, which will confirm that your requested courses have space available and will register you for approved open courses.
  2. Present your approval form to the Rutgers University-Newark, Office of Financial Aid to obtain their signature.
  3. Pay the $20 registration fee and any other required course fees or health insurance charges.
  4. Present the approval form to the Cashier's Office by the end of the add/drop period for the school in which you would like to enroll.
